Scheme of Delegation

Our Scheme of Delegation, made under Section 101 of the Local Government Act 1972, sets out how the Council may delegate certain powers to committees and officers while retaining the ability to exercise those powers itself.

Some responsibilities, however, must always remain with the full Council. These include appointing the Chairman and Vice‑Chairman each May, approving the Annual Governance Statement, setting the precept, appointing the Head of Paid Service, making byelaws, borrowing money, and considering any matters that legislation requires to be decided by Council.
