Understanding the Three Tiers of Local Government in Our Area
Oakley & Deane Parish Council
Residents in Oakley & Deane are served by three layers of local government, each with its own responsibilities and areas of influence. These tiers work together to deliver the wide range of services that support daily life in our community.
1. Hampshire County Council (HCC)
The upper tier of local government, responsible for major county‑wide services such as highways, education, social care, libraries, and strategic planning.
2. Basingstoke & Deane Borough Council (BDBC)
The middle tier, delivering services including waste and recycling collections, planning applications, environmental health, leisure facilities, and housing services.
3. Oakley & Deane Parish Council (ODPC)
Your most local tier of government, focusing on community‑level services such as maintaining open spaces, supporting local groups, managing parish facilities, and representing residents’ views to the Borough and County Councils.
Each tier plays a distinct role, and together they form the structure through which local services are planned, delivered, and maintained. To help illustrate how responsibilities are shared, we have created a “Sphere of Influence” diagram, showing which services sit with each authority and where collaboration takes place.
